
Demonstration Program
The Demonstration Program, a program of the Housing Opportunity Fund, provides financial assistance to "innovative housing pilot concepts or programs" and "urgent/emergency housing needs."
About the Program
This program is designed to maximize housing stability and increase the affordable housing supply in the City of Pittsburgh by funding imaginative, new housing solutions that cannot be funded by other URA programs and respond to housing emergencies quickly, ensuring that those in need receive timely support.

The URA is currently accepting applications for urgent and emergent uses only.
Who Can Apply?
The program is available to organizations only, not individuals. Individuals in need of housing assistance should use other URA housing programs.
Grantees receiving financing from the Demonstration Program must meet the following requirements:
- Funding should be applied for by an organization, nonprofit, community group, local representatives, or some other collective entity for the benefit of the individuals they represent, provide for, or otherwise assist.
- To be an eligible grantee for a housing service program, the applicants must have 501(c)(3) nonprofit status and must have experience administering housing service programs.
- Additional criteria is required to be an eligible grantee for a housing construction project. Please read the full program guidelines.
Eligible Funding Uses
The URA will open applications for the following uses at various times throughout the year:
- Innovative housing concepts
The minimum total project cost for innovative projects is $50,000. - Urgent/emergency housing needs and solutions

The URA will enter into contracts with selected applicants and reimburse them for costs incurred on a per-project basis. Applicants will need to apply and be awarded a contract for specific geographic areas, which may be neighborhood-based or as large as the whole City of Pittsburgh.
